Northeastern Illinois University, located in Chicago, Illinois, invites applications for the position of Associate Director of Purchasing in the Purchasing Department.

In this role you will

The Associate Director of Purchasing assists the Director of Purchasing or other appropriate administrator in the overall management and administrative direction of all aspects of a purchasing unit and/or function by which contracts and purchase orders are approved on behalf of the Board of Trustees of Northeastern Illinois University. This position oversees the formulation of policies and directs personnel engaged in buying, selling, and distributing materials, equipment, machinery, construction and supplies. Assists in the analysis of the effectiveness of and establishes future direction for functional policies and programs.

This position includes delegated alternate financial manager authority; review and evaluation of requisitions for compliance with State laws; review of vendors; handling purchase orders and related correspondence pertaining to requisitions, quotations, bids and orders initiated by departments, or delegated by the Director.

Employees at this level are experienced buyers who may perform complicated and highly specialized purchasing functions, serve as the lead worker, and/or assist the head of a purchasing program in the operation and management of the program, as well as supervises and/or oversees the purchasing activities of procurement staff.

Minimum Qualifications

  • Bachelor's degree 
  • 3 years of experience in government procurement.
  • Strong analytical and modeling skills with attention to detail.
  • Highly organized, with a strong ability to work quickly and accurately while handling competing priorities.
  • Ability to build effective relationships, handle competing priorities, and influence others to meet data needs.
  • Excellent verbal and written communication skills for interacting with various levels of the organization.

  • Review requisitions, as assigned, for all required information and evaluate the services requested with respect to the contractual and financial requirements of the University. Responsible for the evaluation, preparation, and administration of contracts and purchase orders, as well as the preparation of leases, installment agreements and concession agreements for review and administers subsequent changes or revisions. Analyzes requests for extensions or amendments to existing contracts and makes recommendations of approval or alternative solutions to management; participates in planning and negotiating sessions with suppliers and departments. Represents procurement in negotiating changes to proposed agreements when they do not conform to legal and/or University requirements. Obtains required administrative and proprietary approvals for purchasing.
  • Assists with reviews, analysis, and participates in the development and implementation of operational policies and procedures; reviews requisitions and agreements to ensure that they are in compliance with policies, regulations, and required certifications. Understands market conditions, advises administrators and employees on general and specific purchasing policies and rules; studies internal purchasing procedures and recommends changes, if necessary. Maintains thorough organization and documentation of purchase orders; contracts; bids; procedures; price lists; vendor files; procurement and gift cards; and related commercial information. 
  • Performs purchasing activities for complex products and services; assists user departments in preparing specifications, prepares and solicits quotations, bids and requests for proposals, assists in supplier selection and evaluation, makes awards, and inspects and/or monitors the testing of delivered commodities. Performs Purchasing Card (P-Card) transactions, including issuing of P-Cards, cancel P-Cards, P-Card training for employees, maintain records and files, and reconcile transactions for University Credit Card.
  • May serve as an assigned buyer for the procurement of grant-related items and/or surplus property items procured from state and/or federal funding sources and/or agencies. Responsible for the procurement of non-regular product purchasing or unique services.
  • Investigates complaints from departments and vendors/contractors and problems arising from the procurement of commodities or services; determines an appropriate action to resolve vendor/contractor grievances and claims against suppliers. Maintains a professional relationship between the University community, the University and suppliers, encourages competition among suppliers, and investigates sources of supply. Train end user departments in purchasing policies and procedures.
  • Performs other related duties as assigned.

Monday – Friday, 8:30 a.m. - 4:30 p.m. (Hours may vary depending on departmental needs.)
