Parking Violation Basic Information:
Fines are issued for failure to comply with parking regulations as set forth by the State of Illinois, City of Chicago and Northeastern Illinois University.

Graduation or separation from the University does not cancel parking fine obligations. The registered vehicles owner and authorized drivers are responsible for all permits, fines and fees. Any vehicle found on campus after loss of parking privileges shall be fined and towed at owner's expense.

Payments for ticket fines may be made with cash, check or credit card, with the exception of fines for booted vehicles and permanent holds that require immediate release. Fines for booted vehicles and immediate permanent hold releases must be paid in cash, money order or cashier's check only. All checks should be made payable to the NEIU Parking Office.
Direct Payment of fines and fees can be made at the NEIU Parking Office located at the N.E. Corner of the Parking Facility, 1st floor.
Payment Plans:
Payment plans can only be set up for owner/drivers with outstanding balances of more than $100 with vehicles that are not currently booted. Once a vehicle is booted, full payment of all outstanding parking debts is required in the payment form of cash, money order or cashier check only. Payment plans are limited to a maximum time frame of 6 months on all balances of $300 or more. Outstanding balances totaling $300 or less must be paid within three months. Outstanding balances of $100 or less are not qualified to be placed on a payment plan. If the scheduled payments are not paid on time and the account is more than thirty days past due, the payment plan is subject to being cancelled by the Parking Office.
The establishment of a payment plan only allows a temporary parking hold release to be processed. Diplomas and transcripts will not be released until the owner's/driver's total outstanding parking debt has been paid in full.
Appeals: (online and written).
Each ticket must be appealed separately. The Parking Office will investigate and review the appeal to verify that the appeal meets the criteria necessary for review by the Parking Appeals Committee. You will be sent a written response letter from the Parking Office within 14 business days, with the applicable results if your appeal does not meet the criteria. Responses to an appeal can be viewed on line. Please contact the Parking Office at (773) 442-4117 or 4114 or email the Parking Office at www.park@neiu.edu if you do not receive a response to your appeal within 14 days. An appeal can be submitted in writing or on line as shown below. Appeals not submitted within 14 calendar days of issue date are ineligible for consideration. An appeal will postpone and delay fines/fees until adjudication.
Individuals can appeal a violation by submitting a written explanation within 14 DAYS OF RECEIVING TICKET. Appeal forms are available at Public Safety and the Parking Office
ONLINE APPEALS:
The system will not accept appeals on violations that are 14 days past the date of issue. Graduation or separation from the University does not cancel parking obligations. The registered vehicle's owner and authorized drivers are responsible for all permits, fines and fees assessed against the vehicle
An appellant that is not in agreement with the appeal decision may request, within 14 days of the appeal decision notice date, a review of their appeal by the Parking Office manager, This review request should be in writing or by email. Meetings with the Parking Office manager must be scheduled in advance. If you are still not satisfied with the Office manager's decision, you have 14 days from the review date notification to request an appearance review of your appeal by the Appeals Committee. Anyone who fails to pursue his or her appeal or appeal review options within the designated time frames waives the right to appeal.

Collection Enforcement: (Holds/Agency transfers/Offsets/Booting/Towing)
The Parking Office cannot guarantee delivery of our mailings. Non receipt of ticket statements does not negate or cancel owner/driver responsibility for payment of parking fines). It is the student's responsibility to contact the Parking Office regarding their address updates and unpaid tickets). Holds will be placed on transcripts, diplomas, class registrations, and other records until all outstanding fines and fees are paid.
Temporary hold release allows a student who has made approved payment arrangements with the Parking Office to register for classes. A temporary hold release does not allow the release of diplomas or transcripts.
Permanent hold release removes the parking hold from the student's account. Immediately release of a permanent hold will only be performed for balances paid in full with cash, money order or cashier checks. Full payment of fines and fees paid by a personal or third party check, will delay the permanent hold release by ten university business days.
Agency and Offset Referrals: NEIU employees with past due balances may be referred to payroll for deduction of the outstanding debt from the employee check.

Non-employees with an outstanding debt may be sent to State of Illinois offset which allows for the collection of fines through deduction from a person's state income tax refunds. Outstanding balances that are four months past due are subject to being sent to a collection agency and reported to the credit bureau.
Vehicle Booting: Owners/drivers with combined, unpaid fines totaling more than $100 or three or more unpaid tickets on their vehicles, may cause an owner's/driver's vehicless to be booted. When a vehicle is booted the owner/driver will be charged a $50 boot fee. Once a vehicle is booted all outstanding fines and fees must be paid in full by cash, money order, cashier's check or credit card before the boot will be removed. Payments for outstanding debts on booted vehicles may be made at the Parking Office during regular scheduled hours or at the Public Safety office when the Parking Office is closed. Outstanding balances for booted vehicles can not be placed on a payment plan. The owner/driver is responsible for any damages to their vehicle associated with an illegal attempt to remove a boot. The owner/driver will also be assessed a $500 Illegal boot removal fine for any attempt or success of removing a university placed boot illegally.
Vehicle Towing: Vehicles booted for more than 48 hours may be towed at the owner's/driver's expense. After being towed, vehicles will not be released to the owner/driver until all NEIU Parking debts have been paid to the university and the towing expense plus any accumulated storage fees has been paid to the towing company. NEIU parking privileges may be revoked and future applications for permits may be denied until all outstanding parking fees and fines are paid.
