Multimedia Learning Resource Center
Services and Use
Scope of the Multimedia Learning Resource Center:
The Multimedia Learning Resource Center (MLRC) is an expanded
service which incorporates materials from the Library's audiovisual
materials collection, the Curriculum Materials collection, University
Media Services collection, the Music Listening Room collection,
and the Library's special collections in music. The MLRC provides
access to all types of media to support all subject areas in the
NEIU curricula.
Use of the MLRC:
The MLRC is open ONLY to students, faculty, staff, and alumni
of Northeastern Illinois University. Before being allowed to enter
the MLRC, users must present a currently valid NEIU Identification
Card at the MLRC Circulation Desk.
Services Provided at the MLRC Circulation Desk:

- Retrieval of materials housed in the MLRC
- Check out of materials using the Library's online catalog.
- Scheduling and support for the use of the Video Viewing Rooms
Services Provided at the MLRC Service Desk:
Use of MLRC workstations are available during the following hours:
10:00 am--10:00 pm Monday-Thursday
10:00 am--5:30 pm Friday
9:00 am--5:30 pm Saturday
12:00 noon-- 7:30 pm Sunday
- Training and assistance to users of multimedia computer workstations
and other MLRC equipment. Staff of the MLRC can help users load
software onto the workstations, but cannot provide expert assistance
in using the software. Users must request help from their instructors
on the subject content of the software.
- Supervision of the use of multimedia computer workstations,
including scheduling when needed
- Installation and configuration of software and peripherals
on multimedia computer workstations, including educational computer
software
- Support for duplication and digital reformatting of materials.
Collections for Room Use only:
- Standardized tests. Students, faculty and staff from other
universities may use this collection when they present a valid
university identification card. In order to comply with test
publishers' requirements, no photoduplication of tests is allowed.

- 3 Video Preview Rooms for viewing videocassettes placed on
Reserve
- Computer workstations for examination of educational software
- Computer workstations for digital audio applications and
CD production
- Players to listen to audio CD's, audiocassettes, and phonograph
records
Duplication and digital reformatting of materials
- The MLRC must comply with U.S. Copyright Statutes. Duplicating
the entire contents of a work (a whole CD, cassette, etc.) violates
the law, but duplicating an insubstantial portion of a work for
academic purposes is considered fair use and is permissible.
NEIU faculty may make one copy of the entire contents of a work
if it is for systematic instructional activities or face-to-face
teaching activities.
- NEIU students may duplicate portions of NEIU Library materials,
materials not owned by NEIU, or materials from the open Internet
if they are for academic purposes.
- One workstation has been designated as a station where students
may duplicate and digitally reformat portions of materials that
are not owned by the Library. Students must reserve a 2 hour
block of time up to 1 week ahead to use this workstation. Failure
to keep an appointment will forfeit the reservation. Students
must end their use of the workstation when their reserved time
is over. No additional time is allowed. Students must supply
their own blank cassettes or CD's.
- The remaining 5 workstations have software loaded on them
to support the curriculum at NEIU. Students must reserve a 2
hour block of time up to 1 week ahead. Failure to keep an appointment
will forfeit the reservation. Students must end their use of
the workstation when their reserved time is over if another student
has reserved the next time slot.
- MLRC staff will instruct students how to use the MLRC equipment.
After initial training, students must be able to operate the
equipment without repeated assistance.
Formats:
- Audio CD's : NEIU faculty have placed selected CD's on reserve.
Only if faculty notify MLRC staff that material should be copied
for systematic instructional activities will MLRC staff assist
students in duplicating a piece. Of course, students may listen
to the entire material in the MLRC.
- Audiocassettes: NEIU faculty have placed selected cassettes
on reserve. Only if faculty notify MLRC staff that material should
be copied for systematic instructional activities will MLRC staff
assist students in duplicating the piece.
- Phonograph records: NEIU students may reformat portions of
phonograph records to the cassette or CD format. If the phonograph
record is not commercially available, they may copy the entire
record. They must supply their own blanks.
- Study and full scores: Students may borrow most study and
full scores from the general circulating collection. If they
have been placed on Reserve, NEIU students must check them out
for the established loan period. Students may take them to the
Copy Center where they may make copies of portions of the score.
- Videocassettes: The MLRC has no equipment to duplicate videocassettes.
Acceptable Use of Equipment
Users of the MLRC must comply with NEIU Library's Acceptable Use
Policy, adopted by Library Faculty, December 16, 1996. The following
activities are unacceptable:
- use of Internet electronic mail and related services (discussion
groups, chat groups, etc.)
- use of any form of personal software
- use of electronic information networks in any way which violates
licensing and payment agreements between NEIU and network/database
providers
- unauthorized duplication of copy protected software or violation
of software license agreements
- behaving in a manner that is disruptive to other users, including
but not limited to overuse of computer equipment which serves
to deny access to other users
NEIU will develop certain procedures to assist staff and patrons
in the use of electronic information resources as appropriate.
It may develop:
- time limits for access to allow use of resources by the maximum
number of library patrons
- specific instructions for downloading including compliance
with virus protection measures
Breach of Policy
Violation of any aspect of this policy may result in the loss
of library and/or university privileges. 6/8/2000
