Defining Cyber-Terrorism

Definition of Cyber Terrorism . In 1997, Barry Collin, a senior research fellow at the Institute for Security and Intelligence in California, who coined the term "Cyberterrorism", defines cyber-terrorism as the convergence of cybernetics and terrorism.

How you define Cyber Terrorism is important because depending on how you define the term, you either believe that the United States has been attacked, or if we are vulnerable to Cyber Attacks.

The FBI defines Cyber-Terrorism as .The premeditated, politically motivated attack against information, computer systems, computer programs, and data which result in violence against noncombatant targets by sub-national groups or clandestine agents..

Cyber security experts are split on the issue.

Preparedness  
 

The United States has adopted an .all-hazards. approach to Disaster and Terrorism Management. There are four phases to the all-hazards approach, known as the four .R.s.

According to the Department of Homeland Security, the goal is to educate the public about how to prepare for emergencies, including natural disasters, mass casualties, biological and chemical threats, radiation emergencies, and terrorist attacks. In January 2008, the current Administration developed Homeland Security Presidential Directive 23, which established the Comprehensive National Cyber Initiative (CNCI). For the first time in the Nation's history, DHS along with its partners at the Department of Defense (DoD), FBI, and Intelligence Community have an integrated strategy and action plan to improve cyber security across federal, military and civilian networks.
