places. Apply the simple conditions and those which drastically reduce
the qualifying set first. Then apply the other qualifying criteria
before exporting the qualifying set to a separate database.

Then use the weights with the formula given on the handout to create
your index field. The Average of variables refers to the average
among all qualifying variables only (after the requirement-conditions are
applied). The "index" will be the result -- different for every qualifying
place. Sort the INDEX field to find the "top ten" or "top 50" list
-- or find a way to map even more.
