Scalable vector graphics

Adobe .pdf file
The Adobe Reader, now installed on most computers, delivers .pdf files which are scalable images.
Basic .svg image
The scalable vector image is an open source format which is also zoomable, although a newer viewer (one is available through adobe) is necessary to see it. This is likely to become an important format in the near future -- Adobe's latest standard reader interprets .svg.
Svg in layers
One advantage of .svg over .pdf, is that it is possible to deliver in layers. This image was created with shape files, using an Arc Avenue script.

ArcGIS's IMS
ESRI sells an add-on program for its ArcGIS, which delivers IMS. This is the higher-end and commercial version of what .svg layers can do.
