Parking permits must be properly displayed on any vehicle parked on University property with the exception of vehicles parked at parking meters.

Northeastern parking permits are user-specific, not vehicle specific. Once a parking permit has been purchased, the owner/operator must register their vehicle(s) with the Parking Office.

Permits are transferable and valid only for the registered vehicles either operated by or used for transporting the permit purchaser. It is the responsibility of the permit purchaser to transfer the permit to their registered vehicles and ensure that it is properly displayed.

A person found to be in possession of someone else’s permit is subject to being fined and/or criminal arrest. Additionally, students found to be in possession of someone else’s permit are subject to being referred to Student Rights and Responsibilities for student due process.

A valid driver’s license, owner’s registration card and proof of payment for the purchase of the permit are required to be presented at the time of permit pickup and vehicle registration in the Parking Office.

Vehicle Registration

Once a parking permit has been purchased, the owner/operator must register their vehicle(s) by completing a Vehicle Registration Form.

Rental Vehicles

All permits are transferrable and can be used by the owner/operator in any vehicle registered to them with the Parking Office. To register a rental vehicle, bring proof of your vehicle rental to the Parking Office.

Multiple Vehicles

All permits are transferrable and can be used by the owner/operator in any vehicle registered to them with the Parking Office. Please note the following rules for multiple vehicles:

  • All vehicles must be registered with the Parking Office
  • All registered vehicles must be directly associated with user
  • All permits are user specific. Other people associated with the University community, such as students and employees, cannot share the use of a permit.

Vehicle Repair

The Parking Office will offer you a 3 day “no charge” permit if the following applies:

  • If your vehicle is in the shop and you can supply proof from the mechanic, preferably on their letterhead, that your vehicle is being worked on.
  • If you have a rental vehicle and can supply proof that your insurance company is paying for your rental.

Windshield Affixed Permit (Semester, Annual, Academic, Employee Continuous)

Permits that cannot be clearly seen or are improperly installed are subject to fines for “improper display.” Before applying the permit to the window, make sure the window is clean and remove the clear cover on the permit.

The following rules apply to a properly displayed windshield affixed permit:

  • Permit must be placed on the rear windshield in the lower corner of the driver’s side of the vehicle. If the rear window has a dark tint that does not allow for easy viewing and scanning of the permit, the permit must be placed in the lower corner of the front window on the driver’s side of vehicle.
  • Permit must be affixed directly to the windshield without tape usage.
  • Bar coding must be visible for scanning.
  • Complete permit number and date must be clearly visible from outside the vehicle.
  • Permit must be placed only on the lower half of driver’s side front or back windshield.
  • Permit must not be placed on heat sensors.
  • Permit must not be placed on tinted portion of the window. • Only current semester permits should be displayed on vehicle.

Daily Permits (Hangtag, Machine-issued)

Permits that cannot be clearly seen or are improperly hung are subject to fines for “improper display.”

The following rules apply to a properly displayed daily permit:

  • Hangtag permits must be hung from the rearview mirror with the expiration date facing toward the windshield.
  • Machine-issued permits must be placed on driver’s side of the dashboard.
  • Parking level number and current date must be clearly visible on the permit from outside the vehicle.
  • Dashboards must be clear of all expired Northeastern permits.

Parking Levels

All permits have the associated parking level printed on them and can only be used in the parking areas designated as such.

Level 1

  • You must display a valid Level 1 permit to park in the designated Level 1 areas.
  • A Level 1 parking permit is also valid in all Level 2 and Level 3 parking areas.
  • Level 1 parking areas can be identified by Level 1 signage.
  • The entire Lots of A, C, PE Lot and the 1st floor of the Parking Facility are Level 1 parking.
  • Additionally, there is one row of Level 1 parking available in the F and J lot.
  • Students are not automatically billed Level 1 parking. They must cancel their automatically student billed Level 2 parking permit and request to be charged for a Level 1 parking permit at the Cashier's office.

Level 2

  • You must display a valid Level 2 parking permit to park in the designated Level 2 areas.
  • A Level 2 parking permit is also valid in all Level 3 parking areas.
  • A Level 2 permit is invalid in a Level 1 parking area.

Level 3

  • You must display a valid Level 3 parking permit to park in the designated Level 3 areas.
  • A Level 3 parking permit is not valid in any Level 2 or Level 1 parking areas.
  • Level 3 parking is available to certain designated Northeastern union employee groups.

Replacement Permits

Replacement parking permits are issued upon receipt of payment. The cost to replace a permit is the responsibility of the vehicle owner/operator. Replacement fees and permits must be paid for and picked up at the Parking Office. Replacement fees are:

  • $10 for a Level 3 permit
  • $20 for a Level 2 permit
  • $40 for a Level 1 permit
  • $60 for a Premium permit

Lost, Stolen and Unrecoverable Permits

Stolen permits must be reported to University Police prior to issuance of a replacement permit.

Lost and unrecoverable permits should be reported to the Parking Office.

Lost and stolen permits are subject to replacement fees.

Permits that have been reported lost, stolen or unrecoverable and are later recovered must be returned to the Parking Office immediately. Use of a lost, stolen or unrecoverable permit is subject to the following penalties:

  • A vehicle immobilizer or “boot” placed on the vehicle
  • $100 illegal use of permit fine
  • $50 boot removal fee
  • Cost of the illegal permit’s purchase price
  • Referral to Student Rights and Responsibilities for student due process and/or criminal arrest

Non-sticking or Torn Permits Return the non-sticking permit to the Parking Office. You will be issued a no-charge replacement permit.

Use of Invalid Permits

Vehicles displaying invalid permits are subject to being fined. Invalid permits include the following:

  • Expired permits
  • Hangtag permits without a current date or parking level showing.
  • Permits with information written in pencil or pen
  • Hangtag permits not facing forward when hanging from the rearview mirror
  • Permits placed face-down on the dashboard of the vehicle
  • A permit installed in such a way where the permit number and bar coding is not completely visible and capable of being scanned.

Illegal Usage

Owners/operators of vehicles displaying a fake, copied, lost, stolen or altered permit are subject to the following penalties:

  • A vehicle immobilizer or “boot” placed on the vehicle
  • $100 illegal use of permit fine
  • $50 boot removal fee
  • Cost of the illegal permit's purchase price
  • Referral to Student Rights and Responsibilities for student due process and/or criminal arrest

It is illegal to use permits that are:

  • Altered
  • Reported as lost
  • Reported as stolen
  • Registered to another user
  • Purchased by a University department and used by University employees or students

It is also illegal for current Northeastern employees and students to park without a valid permit in spaces designated for complimentary event parking.
